This is the hunting the wild hunt quest. Although Garalt doesn’t sound convinced with the mandrake suggestion it does help so it’s worth collecting and sprinkling. After you finish the quest and pick up the reward and head outside you’ll meet Celina and if you picked the wreath as a reward then you’ll be able the free her.
